Natural and social sciences have important values that help students become good citizens. There are shortcomings at the implementation level because there is no learning design in elementary schools based on literacy and numeracy studies from studies of science-related phenomena and universal cultural studies that are relevant to social studies. There is an urgency to develop an integrative natural science learning model to preserve culture. The objectives to be achieved by this research are to obtain a conceptual framework for the design of "IPAS" learning with literacy and numeracy skills at the elementary school level and "IPAS" textbooks based on literacy and numeracy at the elementary school level. The research conducted is in line with the development research design. Important stages referred to Borg and Gall are the stage of collecting information, making plans, conducting initial development according to the main objectives, initial testing in field conditions), making improvements to the main product, main testing in field conditions), further improvements to operational products, operational field tests, finally making improvements to become final product revisions and disseminated. To obtain the feasibility of learning design and teaching materials, the research subjects involved were experts, fellow lecturers, and educators (teachers). The research results obtained (1) the CALM model (concept attainment with integration of literacy numeracy) for science learning in elementary schools with STEM Robotics content, (2) the CALM model was obtained with a feasible category.
