A PUF-Based Overseas Security Authentication Protocol of BDS-3 Short Message for GNSS Disaster Monitoring

Abstract For the authentication and security protection issues of key BeiDou/GNSS water vapor monitoring data transmitted via BeiDou short messages in the Belt and Road co-construction countries, this paper proposes a lightweight overseas security authentication scheme for BDS-3 short messages based on Physical Unclonable Functions (PUF), which uses PUF Challenge-Response Pairs (CRP) as the identity trust identifiers for security protection. According to the transmission mechanism and characteristics of BDS-3 short message, the architecture of security authentication protocol is provided, and the protocol of CRP registration and update, static and dynamic identity authentication, pre-charging and key negotiation encryption transmission are designed. The protocol can achieve low computational overhead and lightweight security protection, which is suitable for the state where BDS’ inbound and outbound resources do not match. The paper has reference value for the data security and autonomous management concerns of overseas co-construction countries using BeiDou short messages to transmit key BeiDou/GNSS disaster monitoring data and support the internationalization application of BeiDou system.
