With the increasing scale of power grid construction, the diversity of substation loads has led to an increasing number of high-risk operations such as nonpower outage operations and near live bodies, posing certain challenges to on-site construction operations and risk management. To ensure the safety of on-site power operations, a method for constructing safety knowledge for near-electric work is proposed. Firstly, a safety knowledge graph for near-electric work was constructed by using a combination of top-down and bottom-up approaches. Then, based on the characteristics of near-electric operations, a hazard analysis was conducted for different operations, and the principles for dividing the safety distance were determined. Finally, based on the power outage operation rules and regulations, the safety distance threshold for live equipment voltage levels in the power outage area is selected.
