Model for Systems Migration to Cloud Computing in Mozambique: The case of INAGE

Cloud Computing introduced a change of paradigm that emphasizes the provision of on-demand computing resources, storage and accessibility. This implies remodeling the optimized usage in the context of the digital era in terms of IT resource optimization. However, a clear sequence of steps for implementing the migration process using this technology is not yet well established, mainly due to the lack of strategies that take into account the constraints and unique operational context of the public sector. In this study we adopted a case study approach for INAGE institute Using the Bardin content analysis approach, combined with the Technology Organization Environment (TOE) framework and the Technology Acceptance Model (TAM), was possible to categorize and interpret the collected data. As a result, a conceptual model of a systems migration to cloud computing in Mozambique's public sector was designed. An evaluation was conducted through expert interviews which provided insights for instance, the model's adaptability, responsibilities for the government and knowledge dissemination.
