The 2023 conclusion of the Cooperation and Verification Mechanism (CVM) stated in 2007 marks a significant milestone in the journey of Romania and Bulgaria within the European Union (EU). Yet, amidst the fanfare of closure, a critical question looms large: does the cessation of the CVM signal the culmination of reform obligations and a state of newfound equilibrium, or are the realities more nuanced and complex?
