The Blockchain Technology in Public Administration: The Spirit of the Times and (or) Necessity?

Public administration is currently facing a wide range of opportunities for the use of information technology. The practice of introducing blockchain technology into the sphere of public administration, which has proven itself abroad as an effective and efficient management tool, is actively gaining momentum. The article reveals the practice of using blockchain technology in the electoral process, which clearly demonstrates the advantages of using modern digital technologies in public administration. At the same time, it is noted that it is necessary to pay attention to the introduction of amendments to legislation in order to develop an effective mechanism for ensuring guarantees of citizens’ electoral rights in the context of the use of digital technologies in the electoral process. In this regard, the author justifies the expediency of adopting a federal law regulating the procedure for conducting remote electronic voting based on blockchain technology, and also highlights the main aspects that should be regulated in this law. Having studied the features of distributed registry technology, the practice of using blockchain in the electoral process, the author comes to the conclusion that the use of this technology in public administration is due to widespread digitalization and is a necessary tool for improving the efficiency and effectiveness of government bodies.
