Goel et al. (1995, 1996) proposed a correlations between the two most commonly used rock mass classification system, the rock mass rating RMR of Bieniawski and the rock mass quality Q of Barton et al. The new approach removed certain parameters in Q and RMR and the reduced values are known as N and RCR respectively. The proposed N and RCR were correlated using the proposed equation and the removed parameters were then added back into N or RCR to give the correlated Q or RMR value. This paper looks into the possibility of unifying the two most commonly used rock mass classification by including the stress reduction factor of Q, as a new parameter of RMR, the proposed addition based on the proposed equation
