The software application development process must follow the quality standards of the organization. The organizations provide the best products and services to the consumers. In the development SDLC process the designer and developer did not meet the objectives for various reasons like wrong specifications, bugs, and re-work. To overcome the disadvantages of the present approach we proposed a software development optimized model that suggests recommendations to the developer during the development process and provides recommendations to the user in the product, process, and resource-project software metrics. We have conducted a case study of the QWS dataset and web service application ranking using Cloud while evaluating the input parameters in various types of web services from high-quality to low-quality.
