A preliminary version of this paper appeared in 20 th International Conference on Security and Cryptography 2023, July 10-20, Rome, Italy.This version includes extensive revisions and restructuring for better readability, with more recent references.The experiments now evaluate two more additional anti-phishing entities and three more online malicious scanners with a comprehensive discussion on findings.The system evaluation section introduces the proposed systems in detail and assesses performance across various tasks.Additionally, a user study validates the real-world effectiveness of the proposed mechanisms, with metrics developed to assess cloaking techniques.
