Historical Overview of Language Testing Frameworks

When discussing about language assessment, it is crucial to highlight the historical overview of language testing regimes. The chapter begins by defining proficiency, then provides an overview of the field of language testing, highlights relevant research as well as gaps, and concludes with a discussion of the Common European Framework of Reference for Languages (CEFR). The language tests that have been developed over the years such as International English Language Testing System (IELTS), Test of English as a Foreign Language (TOEFL), and Cambridge examination, have all been developed using the CEFR guidelines. The impact of the CEFR extends to areas beyond language education, such as the use of the tests in granting permanent residency as well as citizenship to immigrants. It is considered a useful tool in the development of language tests and has been accepted as one of the most significant recent developments in the language education scene in Europe. Therefore, this chapter provides evidence on how the CEFR gained popularity in the language testing arena. It goes on to argue why CEFR can be adopted in the South Pacific settings such as Fiji but also gives scope for island nations to create their own language testing frameworks.
