Modeling and Solution for Course of Action Planning Driven by Operational Task Network

The success or failure of a war is intricately linked to the quality of the operational plan, which relies on key elements such as decomposing operational tasks and a planning Course of Action (COA). To address the issue of current operational task decomposition and COA planning being separate without a clear expression of the task-action traction support relationship, we propose an operational task network-based model for COA planning. This model integrates classical Hierarchical Task Network (HTN) and Influence Net (IN) reasoning methods, utilizing HTN for operational task analysis and using IN for COA planning. Through ontology modeling, correlation mapping between operational tasks and actions is achieved. This paper clarifies distinctions and connections between core concepts such as operational task and operational action while also realizing integrated planning from task analysis to COA development. Furthermore, it elucidates the internal mechanism by which operational tasks drive the design of COA. Simulation experiments are conducted to verify the feasibility and effectiveness of this proposed model.
