Observation Planning and Surveillance Detection

We don’t simply set up our physical protection systems and wait for an attack. A key component of antiterrorism planning is to actively watch for terrorists while they are collecting the information they need to attack your facility. When surveillance is seen, two things happen: by approaching and questioning the surveillant, we make it clear that they have attracted attention and potentially lost the element of surprise. We pass the information on the encounter to counterterrorism police so they can do a follow-up investigation. To do this successfully, it must be carefully planned. This chapter discusses processes for observation and surveillance detection planning and methods to verify that the observation plan is effective.
