Karthik Raja Srinivasan, Nur Hairani Abd Rahman, Sri Devi Ravana · Advances in electronic government, digital divide, and regional development book series · 2024
This chapter investigates the transformative influence of digital technologies on public sector governance by incorporating the ABCD framework (Artificial Intelligence, Blockchain, Cloud, Data Analytics). It emphasizes the ways in which these technologies effectively address complex challenges and optimize service delivery through four fundamental pillars: first, Data-Driven Decision-Making, which customizes services to meet citizen needs; second, Evidence-Based Policymaking, which proactively addresses policy through evidential datasets; third, Predictive Analytics, which implements sophisticated computational methods to generate dynamic solutions; and finally, Transparency and Accountability, which cultivates public trust by implementing ethical data practices. Nonetheless, there are still challenges, in terms of data quality, biases in data collection, and the need for robust privacy measures. The chapter underlines the need of ethical frameworks and algorithm selection in mitigating the hurdles connected with data use in the public sector while also ensuring fair governance.
