Comparing security levels of postal and Internet voting

Jelizaveta Vakarjuk, Nikita Snetkov, Jan Willemson · Information Security Journal A Global Perspective · 2024

This paper presents a comparison of the security properties of Internet voting and paper-based postal voting. In order to show that, we use the systems comparison methodology that relies on a sequence-of-games approach common in the cryptographic research. We build system models of both of the systems using the Business Process Model and Notation (BPMN), identify possible weaknesses of the the systems and present explicit reductions from the i-voting system to the postal voting system through the intermediate games. Our comparison is based on the example of Estonian IVXV i-voting system and postal voting available for the expatriates. Our reduction shows that the security properties provided by the Estonian i-voting system are stronger than the ones provided by the paper-based postal voting.
