A Novel Capacity Analysis Commitment Tool for ISO/RTO Grid Operations

This paper introduces the capacity analysis commitment tool (CACT) developed by the New York Independent System Operator, Inc. (NYISO) to help operators in the control room with a decision-making process when there is a need to commit additional capacity due to unforeseen real-time (RT) events after day-ahead (DA) schedules are published. CACT encompasses commitment scheduler and commitment shift functionalities. The commitment scheduler optimally allocates additional capacity from units with no day-ahead award based on the requested capacity. The commitment shift minimizes system-wide capacity deficiencies by optimally reshuffling DA commitments. The proposed model also incorporates energy storage resources (ESRs) into CACT's functionalities. The simulation results validate the applicability of the proposed concepts and highlight the pivotal role ESRs can play in reducing costs and improving reliability.
