Text screen content videos (TSCV), which mainly contain text, have been widely used in some video communication systems, such as remote education, video conferencing, and desktop sharing. In these systems, video coding which pursues lower coding rate and higher video quality plays an important role in guaranteeing the effective processing of TSCV. In video coding, the quantization parameter cascading (QPC) is a key technique and is closely related to the coding efficiency of TSCV. The QPC technique adopted by the latest versatile video coding (VVC) standard is not optimized due to the video content characteristics are not considered. In this paper, the influence of video spatial and temporal content characteristics on the selection of quantization parameter is effectively considered, and a content adaptive QPC technique for TSCV coding using VVC, referred as CAQPC-TSCV, is proposed. Compared with the state-of-the-art QPC for VVC, the CAQPC-TSCV significantly improve the coding efficiency of TSCV with the average BD-rate is -4.28%.
