The convergence of blockchain and Explainable Artificial Intelligence (XAI) in public administration is set to drive improvements in transparency, accountability, and ethical governance. This chapter comprehensively explores the fundamentals of XAI and blockchain, scrutinizes the intriguing intersection of decentralized XAI and blockchain governance, and addresses challenges associated with ethical considerations and practical implementation. Through examining practical applications in policy formulation, public engagement, and resource allocation, the research highlights the transformative synergy achievable by combining XAI and blockchain. It also contributes to the ongoing discourse on mitigating algorithmic bias through XAI and ethical frameworks, proposes legal frameworks for the responsible use of these technologies, and analyzes real-world case studies from Estonia, Dubai, and China, incorporating citizen perspectives on transparency, user-centric design, and ethical considerations. Moreover, this research goes beyond the immediate scope, offering valuable insights into future research directions. It identifies areas where further investigation is warranted, such as exploring evolving XAI techniques, advancing blockchain scalability and interoperability, and delving into the long-term societal impacts of integrating these technologies into public administration. By envisioning the road ahead, this research paves the way for future researchers, providing a foundation for continued exploration into the dynamic landscape of blockchain, XAI, and their ethical implications in public governance.
