Development Status of Combination X-ray Luggage Scanner with Automatic AI Detection for National Security Facilities

The Korea Customs Service is a national agency launched to secure national fiscal revenue by managing the export and import customs clearance order at Korea’s borders and to perform the mission of protecting domestic industries through crackdowns on smuggling. However, as the customs administration environment changes, such as national economic development, and global trade liberalization, the role and duties of the Korea Customs Service have expanded into new fields, and currently include management of customs clearance for travelers, securing financial revenue through the imposition of tariffs and domestic taxes on imported goods, crackdown on smuggling, and other activities [1].The baggage scanners used by traveler, express, and postal customs offices are entirely made of foreign products. Because foreign baggage scanners use a single energy of 160 kV to inspect cargo, they have the disadvantage of being completely transparent to very thin objects, making it impossible to check their contents, and the original data files containing radiographic information are locked by the manufacturers with a lockdown function. It is difficult to obtain.In this study, we aim to introduce the current status of development of a domestically produced baggage scanner that can identify hazardous goods with an AI automatic reading function while resolving the problems that have arisen while using foreign baggage scanners at customs sites in the Republic of Korea together with the Korea Customs Service starting in 2021.
