Two years ago, my colleages and I at IBR designed and initiated a project so large in scope that we were forced to develop new procedures and new modes of operation. Using the basic tenets of operant psychology and behavioral design, we proposed to alter the statistically increasing antisocial behavior of youth defined by the courts, police, and schools as delinquent or predelinquent. We also proposed to deliver the resulting programs into the hands of those same community agencies. By developing a contingency management method of operation, using our funds and personnel as reinforcers, we planned to program this operational shift within 5 years of its inception.
