The article is devoted to the measurement of complex functional and system characteristics of the creation of scales and methods for the analysis of characteristics and states of interconnected random variables or processes. The stages and equations of functional and system measurements under uncertainty conditions are considered. Complexes of metrological characteristics of these measurements and their functional transformations are presented.
