The rapid proliferation of wireless communication devices and services has intensified the need for efficient spectrum utilization. Spectrum sharing has emerged as a key paradigm to address this challenge, fueled by Open Radio Access Networks (ORAN) and other open-source technologies. This paper presents a novel approach for detection of incumbent radar signals in shared spectrum by cellular networks. It employs machine learning techniques for spectrum analysis and insights into spectrum occupancy, eliminating the need for expensive external sensors. This paper then presents a framework that includes this incumbent sensing capability and spectrum control mechanisms to enable sense and avoid procedures on open platforms (e.g. ORAN, OAI).
