In WSN, the most important issue is energy constraints. Many mechanisms were claimed to rectify the energy limitation issue in WSN. Based on developments in wireless sensor network technology, affordable, lightweight sensor nodes can now track a variety of physical and environmental data. There are many ways to reduce energy consumption and one such way is clustering. It increases the lifetime of sensor node in WSN. Non-distributed clustering leads to issues like hotspots, energy-hole and individual node formation problem. The existing clustering techniques eliminates any one these problems, but none of them handle all the issues. The EEMOC avoids all these three problems. A new function for fitness is calculated using the PSO algorithm and it finds the possible cluster heads and a FIS file that is used to find radius of the heads of cluster. It leads to equal clustering to avoid the hotspot problem and energy-hole problem. The implied algorithm is contrasted with the previous clustering algorithm and the simulation output shows that which performs according to energy efficiency and network lifetime. The hotspot problem is resolved by varying the size (radius) of each cluster. This is achieved by using the fuzzy logic which is mainly used for handling any uncertainties in data.
