Tour Operators, a Quasi‐Imposed Intermediary

This chapter sheds light on the solution devised by the Communist elites in response to the major problems inherent in the decision to join the globalization process. The central role played by tour operators in the system that oversees outbound tourism has logically led the authorities to integrate their operations into the construction of a “rule of law”. The rapid increase in the number of international departures, and the consequent need for tour operators to organize all or part of them, has multiplied the number of disputes arising from practices deemed unacceptable. As of 2013, following the introduction of the tourism law, sanctions began to be applied to companies failing to comply with the new legislative framework. They were the subject of numerous articles in the major national and provincial media, announcing loud and clear that the state was taking care to ensure that the tourism sector was a harmonious and healthy structure.
