Evaluation Method and Application of the Civil Aviation Surveillance System Horizontal Position Error for The Performance-Based Surveillance

Horizontal Position Error (HPE) is an essential parameter to reflect the integrity performance of civil aviation surveillance systems and the identification of potential operational issues. However, existing methods suffer from a number of limitations for HPE validation and verification. This paper proposes a set of methods utilizing reference track points prediction based on polynomial regression, root mean square estimation of the core part HPE using bootstrap resampling, and estimation of the tail part HPE by empirical distribution fitting. The analysis using actual data demonstrates the effectiveness of these methods in evaluating the HPE of surveillance systems. These methods have also been reflected by a project conducted by the Civil Aviation Administration of China, demonstrating compliance with the requirements of the International Civil Aviation Organization's Performance-Based Surveillance framework.
