The Council for International Organizations of Medical Sciences (CIOMS) is thankful to the experts of this Working Group (WG) including government regulators, pharmaceutical professionals, academics, and health technology assessors, who contributed their valuable time and extensive experience to create this consensus report (see Appendix 3).During the course of the drafting, new members were invited to join the WG for their specific expertise.The WG started work in March 2020 during the COVID-19 pandemic, and therefore began its meetings online, and having got used to this way of working, it continued mostly in the same way until the publication of this report.Warm thanks for everyone's dedication, flexibility and resourcefulness during the pandemic.
