In this paper, we investigate the effectiveness of using the SS method in combination with load balancing techniques to optimize the process of information transfer between applications based on the seven-level OSI (Open System Interconnection) model. The key stages of the process are considered, including the creation of a database of participants, the definition of a data transmission scheme, modeling of load distribution and an algorithm for minimizing the objective function. To minimize the objective function, a method for solving the transport problem in the framework of linear programming based on the SS (Stepping Stone) method and the formation of an initial reference plan using the northwest corner method is proposed. The work considers two load balancing scenarios, paying attention to explicit and interval values of quality parameters, which is a fuzzy task. An example of a solution for the specified parameters is provided, and a final algorithm is formulated that can effectively solve balanced data transmission problems in information systems.
