As computer power developed throughout time, automation became essential for the current generation. Humans have made efforts to automate their work and simplify the day-to-day activities using robots and Intelligent Systems. One of the research topics that resulted from the effort to switch from manual to automation operations is character recognition from Paper Document. For many scripts and languages, researchers have been working diligently over the past few years to develop optical character recognition systems and such research has also been done in Devnagari text. Due to much research and improvement, it is now much easier to recognize handwritten Devnagari text. The main goal of this paper is to present a comprehensive overview of the techniques currently employed for offline handwritten Hindi character recognition. It covers every facet of Hindi character recognition, from the database through different character recognition stages. In various sections of this study, the most pertinent preprocessing, feature extraction, and classification strategies are covered. The research community has recently approved and published a number of studies, including this one. The limits of the currently used methods are discussed, and helpful ideas for future research in this area are provided.
