A Study on the Strategic Development Direction for Efficiency Implementation of an Offset

Korea, which was a barren land for the defence industry, rose to prominence in the global defence industry in just 30 to 40 years, and the establishment of new growth industrialization due to the promotion of export expansion through K-bangsan is very important to secure a core technology and high-level manufacturing capabilities based on the offset.For this reason, as domestic companies improve their technology maturity, unlike in the past, there are many limitations on core technologies and manufacturing products to be obtained through offset from advanced companies.In addition, the reality is that the implementation rate of offset is significantly decreasing due to the passive attitude of advanced companies according to the priority of the delivery date of the main contract and the subordination of offset when purchasing military goods.Accordingly, the Defense Acquisition Program Administration (DAPA) adopted a swap and banking system operated in advanced countries, a value multiplier system to revitalize small and medium-sized enterprises and lowering the ratio of offset to reduce costs and the offset system has been transformed by activating the introduction of manufacturing supplies rather than introducing core technologies.However, the fundamental effect is very slow, and the purpose of this study is to present a strategic development direction for the reasonable operation and efficient plan for the differentiated Korean offset system through the analysis of a various problem of the current offset system and the operations in many countries around the world.
