Gouvernance communicationnelle des services publics d'eau et d’électricité au Cameroun

The present doctorate thesis is about communication of public services. It is based on the strength of media on society, mainly with the computerized system which facilitates the rapid spread of news as well as the vulgarization of democratic principles which make citizens more and more demanding, capable of asking questions on communicational matters in public services. Since public services have general interest at the heart of their activities, we may ask ourselves what are their communicational demands, especially in a context where fundamental public services have been privatized? What are the strategies that those acting in the field use to communicate? What are the aims of communicational governance for public services, taking into consideration the various changes they should henceforth do in society?In order to be dynamic in our research, we have mobilised the fields of public services in water and electricity, as these are fundamental in society's life. In order to grasp the activities and the communicational problems of these services, we embarked in qualitative research by carrying out 25 semi directed interviews, 13 participative observations at the contact point of public services and documentary research.The principal results show that public services are used to informational approach encourage by the situation of monopoly in Cameroon. Communicational activities are generally carried out with low intensity at the whims of public services. There is a real lack of culture of relation in those services but the high mediatization of society grants citizens more and more possibility of having their voices heard and of helping those organisations to come out of their comfort zone. If one can really feel the efforts of communication in public service of electricity, it is not the same with the service of water which does not communicate much. Nevertheless, the recurrent deficits of these public services require a serious work in the system of offer if they hope for a coherence in the activities of communication that could contribute to keep the social link.
