With the rapid development of science and technology, the innovation of computer technology is changing with each passing day, and its intelligence and networking make people's life more convenient.Electronic information engineering relies on computer technology to convert logical numbers into interpretable information, infiltrating all aspects of society, making electronic and information products continue to innovate, and making electronic information engineering have broader prospects.We hope to have a deeper discussion on this respect.Therefore, 2023 3 rd International Conference on Electronic Information Engineering and Computer (EIECT 2023) was held from November 17 th to 19 th , 2023 in Shenzhen, China (hybrid form).The Conference provided a high-profile, leading-edge forum for researchers, engineers, and practitioners to present the state-of-art advances and innovations in theoretical foundations, systems, infrastructure, tools, testbeds, and applications in related fields, as well as to identify emerging research topics and define the future.This year, EIECT 2023 focused on the latest research and technology of electronic information engineering and computer technology to discuss their innovative applications and development.It brought together about 150 participants and featured a robust technical program of keynote lectures and oral and poster presentations.Many renowned professors delivered dramatic keynote speeches during the Conference.Among them, Prof. Xuan Guang (Nankai University, China) talked about Secure Network Function Computation for Linear Functions: Source Security.In this talk, he focused on the secure model for linear functions, putting forward (information-theoretically) secure network function computation.In this model, the inputs of a target function are generated at multiple source nodes, and the wiretapper is able to eavesdrop any subset of edges in the network up to a certain size, referred to as the security level.The insightful speeches of each keynote speakers triggered heated discussion and a good number of informal talks between all the participants.This volume covers topics on all fields of research related to electronic information engineering and computer technology, including Wireless Networks and Information Systems,
