Core Projects Acceleration: A Three-phase Military Project Planning Heuristic Based on Multilayer Correlation Networks

In the era of big data, with the continuous expansion of the number and scale of military construction projects, the national defense organizations have put forward higher requirements for investment decisions on military spending. How to explore the value embedded in project data and utilize it efficiently becomes the key for decision makers to make scientific and reasonable project planning. Therefore, this paper proposes a three-phase research framework, which firstly defines and calculates the comprehensive value of military projects under the influence of multiple relationships using multilayer networks, then constructs heuristic rules based on the ranked list of project values to quickly generate the initial project planning scheme, and finally improves the Multi-Agent Evolutionary Algorithm (MAEA) to further optimize and form a high-quality project planning scheme. The experiments show that the project portfolio plan based on project linkage and other data information can create higher value under limited budget, and the MAEA improved by project sorting list has better performance.
