The allocation of radio resources is one of the greatest challenges facing mobile operators, as they have to respond to a dizzying demand for wireless multimedia services, and exponentially growing data traffic, hence the emergence of a new generation of mobile cellular networks. In this paper, we address the allocation problem in a 5G cell using Non-Orthogonal Multiple Access (NOMA) transmission technique and propose a new allocation strategy using a discrete particle swarm optimization (DPSO) intelligence method. The aim is to guarantee an optimal distribution of resources between users, whatever their positions, so as to maximize a utility function. Simulation results show that the performance of the proposed intelligent discrete particle swarm optimization (DPSO) algorithm achieves very good inter-user performance compared with the standard particle swarm optimization (PSO) algorithm in terms of throughput, spectral and energy efficiency.
