Ubiquitous Radar is a new radar system that emits omnidirectional beams and receives multiple narrow beams at the same time, with advantages of wide detection range and flexible data rate. However, when detecting maneuvering target, there will also be the problems of cross-range, cross-beam and cross-Doppler in conventional radar. most of the existing methods complete the echo coherent accumulation by phase compensation, which has high algorithm complexity and poor environmental adaptability. In this context, this paper proposes an airspace Track-Before-Detect algorithm based on dynamic programming, which does not need to design compensation factors, but uses dynamic programming multi-frame joint processing to do non-coherent accumulation of target energy, obtain the target space position information of the current time, and then backtraces the target information in the historical detection period, so as to obtain the continuous and complete track of the target. Simulation results show that the proposed method can effectively detect highly maneuvering targets in low SNR scenarios, and the track tracking stability and continuity are high.
