International Caller ID Spoofing Fraud Prevention for IP Multimedia Subsystem Networks

International caller ID spoofing fraud makes calls to other countries to steal valuable assets and sensitive data. Fraudsters change their caller ID as local callers of domestic government offices or banks. They use country codes as the prefix of telephone numbers to convince victims that they are receiving a local call. Many international calls prefixed with a domestic country code come from outside countries. These calls include normal roaming calls and fraudulent calls that are difficult to differentiate. Since fraud is hidden within social behaviors, it is important to be cautious when receiving calls from unknown or suspicious sources. Hence, we proposed a fraud prevention strategy. This strategy can be used to alert people to incoming calls with a domestic country code. This strategy was implemented through an International Fraudulent Calls Alerting System (IFCAS) in IP Multimedia Subsystem (IMS) networks using the Session Initiation Protocol (SIP). The system was deployed in an IMS network of an incumbent public switched telephone network (PSTN) carrier in Taiwan. Since IFCAS went online on 17 July 2023, the number of possible fraudulent calls reduced by over 90%, thus decreasing the possibility of fraud.
