[Purpose/ significance] Taking the COVID-19 pandemic as a breakthrough, to make up for the lack of public knowledge management in the field of LIS, and to do a good job in the knowledge management research of public safety emergency management. [Method/process] Through the analysis and comparison of theoretical and practical circles at home and abroad, a suitable development model of public knowledge management for China was obtained. [Result/conclusion]By studying public knowledge management for public safety, the frequency of public safety emergencies can be reduced and the main body of disaster-bearers can be protected.
