Ethical Requirements for Digital Systems for Contact Tracing in Pandemics

Abstract The goal of this chapter is to provide ethical requirements for digital tracking and tracing systems for Covid-19. Moreover, the chapter also identifies risks in guidelines: that temporary measures become permanent; that temporary measures affect information distribution norms, creating a new normal which may not be desirable; and that measures in one country negatively influence policies in another country. Recognizing these risks, the chapter proposes a solution to the inherent limits of developing a guideline with a check-list function, or other forms of easily determinable guidelines that can be used by a non-expert.
