Handwritten character Recognition has created a notable attention in the field of pattern recognition and in machine learning. Text Recognition and document Recognition have created a particular area where they are applied or taken in use several techniques have been proposed for the text recognition and document recognition in handwritten character recognition. There are some studies and papers that explain these methods for changing the text from a paper document in such a form that it is also being understood by machines easily. It seems to be nothing huge now but in future the character recognition systems going to play a huge crucial role in developing a complete paper free environment by making the things digital and online.This research paper targets to give a comprehensive research, reviews of the handwritten character recognition by highlighting the present advancements and issues in the fields.
