Welcome to CSF 2023, the 36th IEEE Computer Security Foundations Symposium!

The Computer Security Foundations Workshop was created in 1988 as a workshop of the IEEE Computer Science Technical Committee on Security and Privacy. In 2007, the workshop became an IEEE Symposium, with a policy for open, increased attendance. Over the years, many seminal papers and techniques have been presented at CSF. For example, a CSF paper won the 6th NSA Best Scientific Cybersecurity Paper Competition in 2018. CSF has won three out of these nine annual awards. For more information about CSF, please see http://www.ieeesecurity.org/CSFWweb. This year CSF continued to have rolling deadlines, with three submission cycles. This year's program was chosen from among 187 submissions, of which 38 were accepted. This is an acceptance rate of 20.3%. Most papers received 3 reviews, largely carried out by the program committee, but sometimes by outside experts. CSF 2023 employed double-blind reviewing. Paper authors were told to redact their names from their submissions and to cite their own work in third person. The conference was held in Dubrovnik, Croatia. One workshop is affiliated with CSF 2023: Foundations of Computer Security (FCS'23). Many people contributed to the successful organization and running of CSF 2023. Stefano Calzavara and Tamara Rezk chaired the program committee and the committee was assisted by external reviewers. Ante Derek and Tajana Ban Kirgin acted as the General Chairs and managed most aspects of the organization. Luca Viganò reprised his role as Financial Chair and provided invaluable advice and assistance to the organization of the conference. We are deeply grateful for the benefit of his experience. Publications Chair Deepak Garg efficiently handled the production of the proceedings. Publicity Chair Ralf Küsters sent out timely calls for papers and for participation.
