The Offer of the Apex Service

A point that was always emphasized from the outset was that Apex did tell employers something of a man’s past and the employer would certainly know that the man had recently been discharged from prison. On the other hand, people also emphasized that this was not simply an inventory of all his convictions, but usually amounted to the present sentence and offence and anything else that either Apex or the employer thought was relevant information for the particular job in mind. Originally it had been intended to administer a rigidly structured questionnaire to elicit fairly comprehensive information and also to conduct a series of interviews before asking whether the respondent wanted the sort of help that Apex was offering. Both these policies were abandoned during the Wormwood Scrubs pilot study for some of the reasons.
