The CSR-ODA nexus

This chapter returns to the overarching question of the complex quest for mutually beneficial outcomes via private sector approaches in UK ODA. The CSR-ODA nexus presented at the outset of the chapter extends CSR to private sector approaches in ODA and points to the need for donor mediation of the contrasting opportunities and challenges framed in CSR perspectives. This nexus is illustrated in reference to key findings arising from the cases. Re-centring the poverty reduction mandate within private sector approaches in UK ODA is necessary to identify the limitations of business case and development case approaches to CSR, and to identify and manage where private sector interests are privileged or conflict with ODA goals, and to critically evaluate the possibilities for mutually beneficial outcomes, particularly in sub-Saharan Africa. Poverty reduction as a central organising mandate within the CSR-ODA nexus is necessary to manage both the opportunities and challenges that exist, particularly where the donor (as with the UK case) is unlikely to be a neutral mediator given the prominence of national interests in private sector approaches to bilateral ODA.
