Permutation scheme with an upper limitation of ints for its fixed elements

Problems of enumerative combinatorics are solved for the proposed scheme, i. e. the number of its outcomes is determined, their direct listing is constructed, the numbering problem is solved, the probability distribution of the scheme outcomes is found, and a procedure for their modeling is proposed.
