Although security is a science it is, like economics, a practical one and thus the principles which guide its various branches are not scientific laws, whose observance produces a definite result, nor are they like the rules of a game, failure to comply with which brings a certain penalty. The amount of time, effort and money which may be justifiably spent on security is governed by the risks to which the target is likely to be exposed. This assessment of the threat is a highly professional matter. Security is considerably increased by co-operation with others who may be concerned. First and foremost there should be close liaison between those responsible for the security of an installation and the police. High-quality protection is extremely expensive and it must therefore be concentrated on the target itself. It is the last line of defence, and when it has gone there is none other.
