Abstract This paper proposes an approach to the development (formation and implementation) of an ontology for a complex multiconnected dynamic subject/problem area on the basis of graphs with multiple and heterotypic connections. Necessary definitions and formal dependences are given. The efficiency of this approach is demonstrated in the application to the example of a complicated technical security system for an extensive perimeter including some objects with multiple and heterotypic connections. The possibilities of implementing the proposed approach with the application of contemporary graph systems for the management over the databases supporting the concept of the non-relational organization (model) of NoSQL data (e.g., Neo4j, TigerGraph) are considered.
