Message from the General and Program ChairsWelcome to Waikoloa, Hawaii and the Winter Conference on Applications of Computer Vision (WACV) 2023 -the 23rd edition!WACV is the premier venue for research advances in applications of computer vision.We gratefully acknowledge the contributions of our corporate supporters: Amazon Science, Iris, Google, Kitware, NSF Arkansas EPSCOR, 3dMD, and Grainger.WACV 2023 consists of a three-day main conference program and two days of workshops and tutorials.We continue to attract a large number of submissions, reaching a record 1,577 valid submissions -over 40% more than WACV 2022.Despite the large increase in papers, we maintain the WACV tradition of giving each paper the opportunity for both a short oral talk as well as a poster presentation.To handle the record number of submissions, we relied on 124 Area Chairs and 2,015 reviewers.We are especially grateful to around 800 reviewers who were willing to conduct last-minute emergency reviews so that all papers received at least 3 reviews.Reviewing was double-blind and used best practices to avoid conflicts of interest.After receiving the reviews, the Area Chairs made decisions in triplets so that each paper was considered by both multiple reviewers and multiple Area Chairs.We continued the WACV tradition of a two-round submission process.The Round 1 deadline in mid-July received 921 valid paper submissions.Of these, 199 were accepted, 348 were invited to be revised and resubmitted to Round 2, and the remaining were either rejected or withdrawn by the authors.Of the 348 invited for resubmission (and rereview by the same reviewers), 97 were rejected and 251 were accepted, yielding an overall acceptance rate for all papers submitted in Round 1 of 48.9%.Authors could also submit new papers directly to Round 2, which had a deadline in late August.New for WACV 2023, Round 2 featured a rebuttal period so that authors could respond to reviewer comments before the final decisions were made.We received 656 new papers in Round 2 of which 191 (29.1%) were accepted.Overall, across both rounds, WACV 2023 received a total of 1,577 paper submissions and accepted a total of 641 papers, for an overall acceptance rate of 40.6%.These statistics illustrate how WACV's innovative two-round submission process maintains high quality while welcoming as many papers as possible: while only 21.6% of papers were accepted in Round 1 and only 29.1% of papers directly submitted to Round 2 were accepted, the overall acceptance rate is 40.6% because papers that would have been rejected in Round 1 had the opportunity to incorporate reviewer feedback, improve, and be resubmitted to Round 2.The paper review process had two tracks, one for Applications papers and one for Algorithms.We emphasized to reviewers that while papers in both tracks needed to include original, novel, high-quality contributions, Applications track papers did not necessarily require algorithmic novelty.About 80.2% of paper submissions were to the Algorithms track and 19.2% to Applications.The acceptance rates across the two tracks were similar: 41.5% for Algorithms and 37.5% for Applications.
