The possibility of constructing a methodology and theoretical foundations for effective coding of the contextual content of video frame segments is substantiated. The methodology is based on the intelligent identification of video frame segments. The theoretical base is aimed at automating the process of determining the degree of semantic content of video frame segments. It is creating a method for intelligent processing of VIR with an assessment of the information content of the semantic content of video segments and its coding that aimed at preserving the contour information. It is developing recommendations regarding the evaluation of semantic synthesis metric complexity of VIR segment information in its contour. It is constructing a method of identifying the semantic level of video frame segments is built.
