A border is a line that separates two countries and protecting a border from intruders and illegal immigrants is high on agenda in every national security system. India shares a long border with seven countries. Conventional methods like fencing cannot be carried out in a few places due to the nature of the terrain. This paper proposes a Multi-level Surveillance and Security System which could be placed in any terrain. This system is an aggregate of 3 sub-systems working in 3 tiers; far distance intrusion detection is carried out using dual Doppler radars; the surveillance camera carries out tracking of intrusion using motion detection through real-time video processing, and intrusion confirmation is done using a dynamic laser tripwire system. As intruders are identified and tracked at a far distance, the security forces get an early warning. The lead time helps them to be better prepared with counter-insurgency operations. A tamper-proof prototype is built to showcase the functioning of the system and is assessed based on its detection capability and false alarm rate.
