Chapter 6 reconnects the corporate strategy tools of environment, organisation and interactional strategies back to the policy process, at the specific problem level. Starting from a policy topic of interest, using tools as issue redefinition, we can redefine and identify the crux of the problem. Then design thinking’s empathetic listening comes in for the user data collection and analysis. Herein, mind maps and concept maps are useful visualisers to collate data and analyse relationships (its directionality and strength/intensity) between entities, stakeholders and issues. The more advanced users can consider various variants of systems thinking as system dynamics (MIT), to viable system model, strategic options development and analysis, soft systems methodology and critical systems heuristics. Scenarios analyse possibilities across time with different permutations of “key driver” factors/variables.
