Deciding which actors are worth engaging is a common prerogative of powerful societies and thus merits attention as the first global norm I will consider. Moving through different time periods and focusing on times when institutions were relatively stable, I find that starting from domestic norms of recognition is quite helpful in explaining global institutions – except, perhaps, for the contemporary period when norms of statehood have been generalized. In particular, it is interesting to note how traditional societies seek to create hierarchical orders abroad that mirror domestic systems .
