In wireless mobile cellular networks two types of calls are there i.e., new call (NC)s and handoff call (HC)s. Generally, HCs have higher priority than NCs. So, some channels are reserved in each cell to handle this type of HCs. If more channels are reserved for HCs then handoff call dropping probability (HCDP) will decrease and at that time new call blocking probability (NCBP) will increase. So, by considering the target HCDP if channels are reserved for HCs then HCDP can be kept below the target and NCBP will be minimum. In this paper, we proposed optimal channel reservation (OCR) policy to reserve guard channels for HCs according to the given target HCDP. Further, we have applied this policy to Gloabal System for Mobile Communication (GSM) 1900 system and observed that the HCDP is below the target and NCBP is minimum.
