Data-based Graphical Modeling with Applications in Data Propagation for Disaster Response

Sharing information among evacuation shelters is vital in facilitating disaster response. In this paper, we investigate a data propagation scheme wherein connected cars are deployed to provide shelters with ad hoc network connectivity when communications infrastracture has been damaged. In brief, our objective is to optimize a vehicle’s route such that it passes through the areas within signal range of a prescribed sequence of destinations. A genetic algorithm is paired with Dijkstra’s shortest-path algorithm to search for the optimal sequence of waypoints to include in the route. Our algorithm is shown to produce satisfactory results with very fast computation time.
